The Department of Civil Defence in Nagaland was established in 1982 but was later converted as Home Guards on 1/03/1988 by the Nagaland Home Guards’ Ordinance of 1987. The Nagaland Home Guards’ Acts of 1988 was passed by the State Legislative Assembly on 12th May, 1988. However, as both the Home Guards’ and Civil Defence complement each other, the Department was re-designated as the Department of Home Guards’ & Civil Defence vide Govt. Notification NO.POL-23/CD/40/82 dated Kohima the 6th June, 1998. The mandate of the Home Guards wing is to augment and assist the civil police in the maintenance of law and order and for regulation of traffics. Also the Home Guards are requisitioned for duty during conduct of Parliamentary and State Assembly Election,
