The Department of Civil Defence in Nagaland was established in 1982 but was later converted as Home Guards on 1/03/1988 by the Nagaland Home Guards’ Ordinance of 1987.  The Nagaland Home Guards’ Acts of 1988 was passed by the State Legislative Assembly on 12^th May, 1988.  However, as both the Home Guards’ and Civil Defence complement each other, the Department was re-designated as the Department of Home Guards’ & Civil Defence vide Govt. Notification NO.POL-23/CD/40/82 dated Kohima the     6^th June, 1998.  The mandate of the Home Guards wing is to augment and assist the civil police in the maintenance of law and order and for regulation of traffics.  Also the Home Guards are requisitioned for duty during conduct of Parliamentary and State Assembly Election,

In the meantime, with the paradigm shift in the approach of Disaster Management from reactive to proactive approach the Disaster Management cell was established by the Government in 2006 with the active participation of the officers and personnel of the Home Guards’ & Civil Defence Department.  Later the NSDMA was established in 2012 and the Civil Defence wing of the Department is actively carrying out the Disaster Management activities with the fund received from the NSDMA.  The ‘Dedicated SDRF’ is drawn from the Home Guards & Civil Defence and subsequently the Department is now re-designated as the Department of Home Guards’, Civil Defence & SDRF vide Nagaland vide Notification NO.AR-15/1/85(PT) dated 20^th August, 2020.

2. The Central Training Institute, Home Guards’, Civil Defence & State Disaster Response Force is the back bone of the Department and it is located at Toluvi, Dimapur. The Central Training Institute conducts Basic training for the Home Guards, Civil Defence & SDRF personnel and various disaster management and Civil Defence trainings for various stake holders. The Government vide Notification No.CON-1/G/26/10 dated 20^thJanuary, 2020 has designated the Central Training Institute as the training centre to provide training to the private security personnel under the Private Security Agency Regulation Act, 2005 (PSARA).

3. The Department is functioning in the 8(eight) Districts of Kohima, Dimapur, Mokokchung, Wokha, Zunheboto, Tuensang, Phek and Mon.  The District Commandants (Dy. S.P. rank) is the Head of Office in the district level and is assisted by a component of uniform and ministerial staff.  The Government has approved establishment of office at Kiphire, Longleng and Peren and proposal for opening of offices at the remaining districts is under process.
